 A. File Description and Organization




The file layout descriptions on the following pages illustrate
the data required for filing reports electronically. Two record
descriptions are given for each record type. The first 
description is a general record layout detailing data relative
record position, size, and type. The general record layout 
gives enough information to correctly build the record 
regardless of what software or programming language is used.
The second record description is a COBOL record layout which
shows the logical structure of the record and can be keyed 
verbatim for use in COBOL programs. Following the record 
descriptions is a data dictionary detailing what each data
item is and information on any special codes or requirements
for the data item. The data items in the data dictionary are
referenced by the COBOL data name but are descriptive enough 
to easily find the data item required if you do not know how
to read COBOL record descriptions.




Each electronic filing must include as the first record the
Authorizing Agent (AA) record. The name supplied as the
authorizing agent must match exactly, in spelling and
punctuation, the individual's name that signed the MEFC.
See Authorization Procedures starting on page II-5 for
details on the MEFC requirement.




Each type of report filed electronically will be represented
by two or more record types.




1. All forms (except T-1,see 2.below) will consist of
two record types:




(a) A district record (DR) for each district
(b) Report records for each oil lease, oil well, gas
well, etc. depending on the type of report, within
the district




2. Transportation reports (Form T-1) consist of five
record types, one for each T-1 page type (T1, T1A, T1B,
T2, T3).




3. A totals record (Z99) for each company occurs as the
last record for the company and gives the number of
records filed for each record type.

Each record is 400 bytes (characters) long.




For information filed by the Efile System or diskette, 
each record must end with a carriage return (ASCII 13, 
HEX 0D)and a line feed (ASCII 10, HEX 0A).




One authorizing agent (AA) record must be supplied as
the first record for each electronic filing.




A district record must occur for each new district for
non T-1 reports. The record contains the operator
name, mailing address, contact person, and phone number
of the contact person for the district. The district
record makes it possible to supply a different mailing
address and contact person for each district if desired.




A company may file reports under more than one operator
number. The reports should be processed as if filed by
separate companies. There must be an authorizing agent
(AA) and a totals (Z99) record for each operator number.




Reports should not contain lower case characters. Only
upper case characters are acceptable.




Reports should not contain negative, signed or floating
point numbers.




The name of an oil or gas field must appear exactly the
same (punctuation, spaces, etc.) in all records and
should be exactly as shown on the RRC proration schedule.




The record descriptions that follow show "6E" as a valid
district code. This code actually refers to the "East 
Texas" oil field in district 06. Oil production for this
field may be reported using either the 06 or 6E district
code.




When not being used for active data, all numeric data
fields within a record must contain zeros and all
alphanumeric fields must contain spaces.




C. Form Procedures




The Commission has available, for a recovery of costs, data
available for duplication on magnetic cartridge tapes containing
information for certain supported forms in this system. These
cartridge tapes contain the same information that is found on 
these forms or related information for the current reporting 
period. Cartridge tapes are available for forms G-10, H-10, H-15
and W-10. For the availability of oil & gas data on magnetic

1. G-10 RECORDS




Only original annual and original semi-annual survey G-
10 reports can be filed electronically. Retest reports
cannot be filed electronically.




2. H-10 RECORDS




The H-10 report contains two types of records: a district
and a report record for the months reported. The H-10 
report record contains only one cycle month of reporting 
information. To complete an annual reporting cycle for 
each oil or gas well, there must be a total of twelve (12)
H-10 report records. (Reporting cycle dates for the 
districts can be found on the back of the actual Form 
H-10.)




3. H-15 RECORDS




Only the fluid level test can be filed electronically.







4. T-1 RECORDS (ALL PAGES)




Multiple electronic filings of form T-1 within the same
cycle are not allowed. Most other forms that can be filed
by the EFile System and diskette can be sent electronically
more than once within the same month or cycle. This 
option is not available with electronic filings of T-1 
information.




The T-1 reports consist of five record types, one for
each page type.




5. T-1 PAGE 1B RECORDS




The record description for the T-1 Page 1-B record 
provides four categories of delivery under the data 
name T1B-CATEGORY-OF-DELIVERY, whereas the hard copy
form provides only three categories. The additional
category, T1B-FRAC-OIL-DELIVERY, has been added for
convenience since many companies are currently listing
their frac oil deliveries under a separate heading.




6. T-1 PAGE 3 RECORDS




The record description for the T-1 Page 3 record 
provides seven categories of stock under the data name 
T3-TYPE-OF-STOCK, whereas the hard copy form provides
only six categories. This additional category, 
T3-OIL-IN-LINE, has been added for convenience 
since many companies are currently using this as
a separate heading.




7. W-10 RECORDS

Only original annual and original semiannual survey 
W-10 reports can be filed electronically. Retest reports
cannot be filed electronically.



Commissioners
